The U.S. and Ukraine have reportedly reached an agreement on the framework for an economic deal that would give American companies access to rare earth minerals in Ukrainian territory.

It comes a day after Monday marked three years since Russia’s invasion of Ukraine.

The U.S. had split with its European allies and the United Nations, refusing to blame Russia for its aggression.

Tensions had emerged between the U.S. and Ukraine after the Trump administration engaged in direct talks with Russia to end the war, but excluded Ukraine.

President Donald Trump has also called Ukrainian President Volodymyr Zelenskyy a “dictator”and has accused Kyiv of starting the war.

Julie George, an associate professor of political science at Queens College and the CUNY Graduate Center, joined “Inside City Hall” Tuesday to break down the agreement.
