Astoria residents said they can’t help but feel moved to remember the victim of a hit-and-run Tuesday night.

“I lit the candle because I feel so bad about the victim,” Astoria resident Monserrat Motalva said. “Maybe she’s a mother, maybe a sister.”

Police said around 11 p.m. Tuesday, officers responded to a call regarding a burglary in progress near 39th Avenue and Crescent Street.

Officers approached a Dodge Ram with three men inside who fled, hitting two police vehicles in the process.

“This is a very quiet neighborhood. I just started hearing maybe 15 or 20 cops that passed by,” Astoria resident Gonzalo Escura said.

During the police pursuit, the suspects hit the woman, who was riding her bike, at the intersection of 34th Avenue and 37th Street, according to officials. The driver kept going and the men inside ditched the truck about a half-mile away.

Some neighbors said the victim should still be alive and believe officers failed to follow procedure.

Specifically, NYPD Patrol Guide procedure 221-15 which lists factors to consider before a vehicle pursuit including: the nature of offense, time of day and location and population density.

“The burglars, of course, have a responsibility. They were the ones who hit her, right? But if this high-speed chase hadn’t happened, if NYPD hadn’t violated their no chase policy, this death could have been prevented,” witness Adelaida Tomayo said.

Data from the nonprofit Transportation Alternatives shows, including Tuesday night, this is the third police chase where someone has died, so far this year.

The NYPD said the Force Investigation Division is investigating the incident. It’s a division which investigates the use of force by officers, particularly involving serious injury or death.

Two police officers were also sent to the hospital but listed as stable, police said.

The investigation remains ongoing, and there are no arrests.
