NEW YORK - The NYPD announced a new Chief of Collaborative Policing and it could be a historic move.

Chief Juanita Holmes who was head of school safety, was named Chief of Collaborative Policing on Tuesday.

  • Holmes retired briefly in 2018 for a private sector job, but returned to the NYPD

Collaborative policing tries to build partnerships and strategies between the police department, city hall, other agencies and community groups to address some of the complex issues of policing the city.

As a two-star chief, sources say, with the new position, Holmes is likely to be promoted to a three star chief in the near future. If that happens, that would make her the highest-ranking Black woman in NYPD history.

Holmes comes from a police family. She has more than 10 family members on the force, including a son and four siblings.

One of her sisters retired from the NYPD.
