Serious questions are being raised about whether the city missed chances to protect a 3-year-old child before his tragic death last month.

Police say Kyng Davis’s lifeless body was dropped off at SUNY Downstate Hospital on March 9 by his mother Sunshyne Davis, and her boyfriend, Robert White.

Now, The New York Times reports that there were warning signs months earlier.

Naomi Schaefer Riley, a senior fellow at the American Enterprise Institute, specializing in child welfare, joined “The Rush Hour” Thursday to respond to this reporting.

She is also calling for greater accountability and transparency of ACS while investigating cases of child abuse.
