Governor Andrew Cuomo has vetoed legislation that would have legalized the use of electric bikes and scooters on city streets.
Bicycles with electric motors, also known as e-bikes, can reach high speeds and are often used by food delivery workers.
The mainly immigrant populations riding them have been subject to crackdowns and fines by the NYPD.
Private companies like Uber, Lyft, Lime and others have been pushing to legalize e-scooters in the city to introduce ride-sharing programs.
But Cuomo vetoed the legislation on Thursday, expressing concerns about the safety of electronic bikes and scooters, including a lack of helmet requirements for riders.
The state legislature can override the governor's veto with a two-thirds majority, but further action will likely have to wait until January when lawmakers return to Albany.
