New York City is on track to enter Phase Three reopening on Monday, July 6, according to Mayor Bill de Blasio.

In Phase Three, personal care services like manicures and massages will begin, all with strict hygiene guidelines. And some outdoor recreational activities will be permitted to resume, including sports courts and dog runs. 

Phase Three was originally supposed to allow restaurants to restart indoor dining service, but Mayor Bill de Blasio reversed course and said that it would not happen, fearing it could cause a spike in cases. 

Here’s what you need to know:

Restaurants

While indoor dining will not be allowed, starting the weekend of the Fourth of July, the city plans to combine the “Open Streets” and “Open Restaurants” programs to allow for more outdoor seating on closed off street corridors. The mayor’s press release stated that 10 to 20 street corridors will open and be approved for outdoor dining by July 4, and another 10 to 20 by July 17. This expanded seating is currently expected to last until Labor Day. 

Personal Care Services 

While hair salons reopened in Phase Two, Phase Three will put a number of personal care services back in business, including: nail salons, massage parlors, spas, tanning salons, waxing salons, tattoo parlors, and piercing parlors.

Businesses must limit their employee and customer capacity to 50% of the maximum occupancy. Everyone must stay six feet from each other, except during services that require closer contact, such as giving a manicure or a massage. Employees and customers should wear face coverings at all times. 

Certain guidelines are also in place to minimize customers’ time spent indoors. For example, facilities should not have waiting rooms. The state also recommends that businesses implement “appointment only” policies and ask customers to wait in cars or six feet away, outside before appointments. Nail salons should also make sure that public nail polish displays are removed to prevent multiple customers from handling polish bottles. Tattoo shops are encouraged to post design offerings online or in windows to minimize time spent inside the shop. 

Businesses are also expected to ramp up hygiene practices. For example, tattoo parlors should cover machines in plastic and/or disinfect them between each customer. In nail salons, hand or foot drying devices and pedicure bowls should be disinfected between uses.

Outdoor Activities 

According to a statement from the de Blasio administration, soccer fields as well as outdoor basketball, tennis, volleyball, bocce, and handball courts will open during Phase Three. Dog runs will also reopen for public use, and beaches will open for swimming on July 1.

Those participating in high-contact sports, such as basketball, rugby, or wrestling, should only partake in individual or distanced group training. Competitive team practices, meets, or tournaments remain prohibited. Lower-contact sports, like baseball, tennis, and golf, may organize competitive team practices and games, although competitive tournaments of multiple games remain prohibited.

People should wear face coverings if they cannot maintain six feet distance from others, unless players are unable to tolerate masks during such physical activity. 

To enforce these guidelines, the mayor said Parks ambassadors will circulate to hand out masks and encourage distancing and hygiene policies.
