ALBANY, N.Y. - Legislative leaders in Albany have reached an agreement to legalize E-bikes and E-scooters across the state, with a special exception in Manhattan.
Under the new legislation, a scooter share program for Manhattan would be subject to a permitting process that would then have to go through the de Blasio administration.
The deal appears to have satisfied state lawmakers from Manhattan who had concerns about the additional traffic on sidewalks.
The bill was introduced before a midnight deadline Sunday night, clearing the way for a vote in both houses Wednesday, the final scheduled day of the Albany legislative session.
