NEW YORK - A special panel appointed to examine the New York City Police Department's disciplinary process on Friday released a report on its findings.

Police Commissioner James O'Neil appointed the Blue Ribbon Panel after receiving complaints that some officers are disciplined more than others.

Members of the Blue Ribbon Panel, Mary Jo White, Robert Capers, and Barbara Jones are former federal prosecutors and judges.

The panel examined how the NYPD investigates and disciplines officers for seven months.

They found that the discipline process has improved but cases still take too long to process.

It recommends the NYPD updates and streamlines the technology used to keep track of cases.

The panel concluded that favoritism may have influenced the outcome of a few cases but it is not a huge problem within the NYPD.
