A man was arraigned Monday in connection with the death of a young woman during September's J'Ouvert Festival in Brooklyn.
20-year-old Reginald Moise was charged with murder, criminal possession of a weapon and reckless endangerment.
Officials say Moise fatally shot 22-year-old Tiarah Poyau in the pre-dawn celebration leading up to the West Indian Day Parade.
Prosecutors say Moise fired his gun near a crowd by Washington Avenue and Empire Boulevard, striking Poyau.
Now her mother is demanding justice, and says major changes are needed at J'Ouvert.
"I believe that they should shut it down," said Vertina Brown. "If not, at least put some sort of curfew on it. I also believe that they should put police cameras on every single corner because this is senseless. It's been's going on for too long, the murders need to stop. J'Ouvert is like a violent purge."
17-year old Tyreke Borel was also shot and killed just a block away during J'Ouvert.
No arrests have been made in that case.
Mayor de Blasio says the festival will go on next year, despite pressure to shut it down.
