Borough President Melinda Katz recommends the City Council reject Mayor de Blasio's affordable housing plan.

The Queens Borough Board overwhelmingly voted against the proposals last month. The city planning department's “Zoning for Quality and Affordability” and “Mandatory Inclusionary Housing” proposals would revise the current mapping and zoning districts. They would also require the establishment of affordable housing in mandated housing areas.

But Katz says the proposals try to set “one size fits all” regulations that won't work in all neighborhoods.

Among her concerns, the borough president says senior housing would not be permanently affordable, parking would be eliminated in areas without adequate transit access, and there are insufficient commitments for the use of skilled labor.

The City Council will have the final say on whether the measures will go into effect.
