“It’s horrible what happened to this girl, and the family is in their right to be outraged,” neighbor Ted Oehmke said.

Oehmke was visiting a friend in a building next to the one where the 31-year-old woman’s body was discarded the day police made the discovery.

Police said the body was found Friday inside a sleeping bag.

According to the medical examiner, Williams died of a gunshot wound to the head.

“It all happened about a half-a-block from where I live,” Oehmke said.

Irish was taken into custody Monday at New York City Housing Authority’s Straus Houses in Kips Bay, less than a block from where the body was found.

Oehmke said before Irish’s arrest, several neighbors believed Irish was responsible for Williams’ death.

Video of police taking Irish into custody shows neighbors even trying to enact their own form of street justice by hurling punches and spitting on the suspect.

Mayor Eric Adams reacted to the video of Irish being taken into custody.

“Just a horrific case, and just the behavior of a small number of people in this city that just do bad things to good people. It’s a real loss, it’s a tragic loss,” Adams said.

Williams was recently hired by the city. She was supposed to begin work this week for the Housing and Preservation Department.

“It hits home, even if she hasn’t started yet. She’s a New Yorker. She is a neighbor. While she has not yet been a public servant, I think the entire city feels for her,” Deputy Mayor of Housing, Economic Development and Workforce Maria Torres-Springer said.

Instead of a promising career, a memorial sits where Williams’ body was dumped on 28th Street in Kips Bay.

People remember Williams, who graduated with a degree in criminal justice. Her mother said she wanted to become a lawyer.

It’s unclear how or if Williams may have known Irish. It’s also unclear where she was killed.
