Candles, flowers and balloons cover the sidewalk where Jaqueline Billini was killed just five days earlier.

“I will remember her as a really powerful person. Look how many lives she changed,” said Rice’s friend David Rice.

Billini, 57, was shot last Friday evening while walking her dogs in Washington Heights. She had asked her friend Levaughn Harvin to walk with her for protection.

“Mr. Harvin had been assisting Miss. Billini with walking her dogs because she was in fear of her neighbor,” said Joseph Kenny, chief of detectives, during a press conference Wednesday.

Police have identified Billini’s neighbor as Lenue Moore.

Authorities say he approached the victims and the pitbull on West 165th Street and Edgecombe Avenue and fired several shots before fleeing on foot.

According to police, Moore previously broke Billini’s arm with a hammer and stabbed one of her dogs.

Her friends say Moore should have been behind bars.

“If you commit a crime, you should go to jail for it. It’s just that simple. It’s called repercussions,” said Rice.

Billini and Harvin were shot in the head and rushed to a nearby hospital where they died. The pitbull was also shot and died at the scene.

“Whatever happened to her is unheard of. I’m heartbroken. I feel unsafe,” said Tiffany Braby, Billini’s neighbor.

Billini’s family started a GoFundMe to raise money for funeral expenses. Her daughters say their mother was a “remarkable resident of Washington Heights known for her vibrant spirit, infectious laughter, and compassionate nature.”

“Every morning, every afternoon, she would have a smile on her face. She was the most beautiful, amazing human being,” said Braby.

Those who knew and loved Billini hope she will be remembered for the person she was and not the tragic circumstances of her death.

“Here’s how I will remember her. Being a powerful person. One that would take her shirt off her back for anyone,” said Rice.

Police are still looking for Lenue Moore.
