On Wednesday, he announced a proposal to tear down the FDR viaduct between the Brooklyn Bridge and the Battery to pave the way for more recreational space and access to the lower Manhattan waterfront.

“We want to replace it with a beautiful new boulevard at street level with multi-use lanes and unobstructed views of this beautiful harbor,” said Levine.

He says this part of the highway sees the least traffic. However, questions still need to be answered before the plan moves forward.

“That opens up this possibility and potentially with congestion pricing, there could be even fewer vehicles. To the extent that I’ve heard concerns in the neighborhood about traffic impact, we have to look at that,” said Levine.

He added that the project would line up with another coastal resiliency project on the waterfront.

Levine says he’s looking at a federal program that could help with funding for the project.
