“I love Citi Bike. It’s been super helpful for me,” Mullins said.

City Comptroller Brad Lander said many New Yorkers rely on the system to get to where they need to go.

“Last year, there were 30 million trips on Citi Bikes around the city. Many New Yorkers are using it to get to work or school or recreation,” he said.

But Lander said since Lyft took over the system in 2018, there has been a lack of available bikes in many neighborhoods and that system expansion has outpaced ridership growth.

“At this station, I feel like there are a few that are not working but generally it’s pretty good,” said Mullins. “I do try to go to Bay Ridge sometimes, but the ones on the edge there are hard cause that’s where the whole system ends there in Brooklyn.”

“Service was significantly worse in low-income communities and communities of color, near the edges of the Citi Bike maps near Sunset Park, in Crown Heights and especially in the Bronx,” said Lander.

The report states Citi Bike users in the Bronx are nearly 90% more likely to find an unusable station, compared with the other three boroughs where Citi Bike operates. There are no Citi Bikes on Staten Island.

“There was a week when 52% of the stations in the Bronx. That means most of the Bronx stations had an outage of at least eight hours where the station was not working and you couldn’t get or dock a bike. It was only 14% in Manhattan. So that’s obviously just a disparity of service. That is really unacceptable,” Lander said.

According to Lander, the Citi Bike fleet is growing, but maintenance of those bikes is falling behind.

In a statement, a spokesperson from Lyft said. “Reliability is our highest priority, and we work hand-in-hand every day with our partners at DOT to ensure that Citi Bike can best meet the growing demands of all of our more than 1.5 million passionate riders.”

Lander says ridership is, however, at an all-time high. He’s calling on the city, specifically the Department of Transportation, to enforce performance standards that are set in Lyft’s contract.
