A new audit conducted by the New York City Comptroller’s Office reveals troubling findings about the Administration for Children’s Services, or ACS, and its ability to safeguard children under its care.

The audit, which covers a period from 2020 to 2023, uncovered more than 2,100 cases of substantiated neglect and abuse in foster care, with the majority of incidents occurring while children visited their birth families.

Despite ACS’ responsibility to protect these children, the audit finds serious gaps in oversight and monitoring, particularly with residential care facilities and visitation decisions made by Family Court.

Comptroller Brad Lander joined “The Rush Hour” on Monday to discuss these findings.
