Department of Sanitation Commissioner Jessica Tisch has been appointed as the new NYPD Commissioner.

It comes as New Yorkers continue to react to a fatal stabbing spree on Monday.

The suspect, Ramon Rivera, is believed to be homeless and have a record of mental illness, is charged with three counts of first degree murder.

Officials say Rivera has been arrested at least nine times in New York and New Jersey in the last year.

He was out without bail pending trial at the time of the rampage. He’s now being held without bail.
