Fatalities among children with current or prior case histories with ACS is not a new phenomenon in the city.
The latest data released by ACS covers 2022. In that year, 39 deaths among children whose homes had been the subject of an allegation of child abuse or maltreatment.
Critics of ACS say the agency has adopted policies that fail to safeguard the city’s most vulnerable children.
One of them is Rafael Mangual, a member of the Council on Criminal Justice and author of the book, “Criminal (In)Justice.”
