“You got people walking by seeing him hanging and nobody intervenes,” said Madeline Feliciano, Nicholas’ grandmother. “How does that happen?”

While Feliciano survived, his family said he’ll never fully recover after suffering brain damage.

“It was like a baby starting all over again,” Madeline Feliciano told NY1. “He needed to learn how to eat, how to walk, how to use the bathroom.”

After a civil rights lawsuit was filed on behalf of Feliciano, New York City recently agreed to pay Feliciano’s family a record-breaking $28.7 million settlement.

“This case is one of the most egregious I think anyone’s seen,” David Rankin, Feliciano’s family attorney, said.

Feliciano was detained on Rikers Island for a parole violation.

Rankin said Feliciano had a history of suicide attempts but was still placed in general population and while he was in jail, he was not given his antipsychotic medication.

As first reported by the New York Times, attorneys for Feliciano’s family released footage they obtained from inside Rikers Island, documenting Feliciano’s suicide attempt.

“People have been beating the drum for so long about the problems of Rikers Island. We wanted to shock them into understanding really how bad this is and how urgent the situation is,” Rankin said.

In a statement, the city’s Law Department told NY1, “The settlement of this tragic case was in the best interest of all parties. DOC is working to ensure the safety of all on Rikers, including those afflicted with serious mental illness.”
