NYPD Chief of Patrol John Chell joined NY1's Dean Meminger Sunday to discuss the state of youth crime in the five boroughs and how the NYPD is trying to manage the proliferation of unlicensed cannabis shops.

Chell also discussed recent incidents of NYPD vehicles involved in chaotic incidents, including one that killed a Queens woman on Friday and during the U-Haul attack in Brooklyn last week.
