AUSTIN, Texas — Amid scrutiny and controversy of the Texas Lottery, the executive director, Ryan Mindell, resigned from his position on Monday, according to a press release.

Mindell has received recent backlash from Texas lawmakers, including Attorney General Ken Paxton, as they push to ban lottery courier services.

“Ryan Mindell notified the Texas Lottery Commission board of his resignation, effective today, April 21. Sergio Rey, the agency’s Chief Financial Officer, has been appointed Acting Deputy Executive Director of the Texas Lottery. The Commission board will consider its selection process for a new executive director at its next open meeting, scheduled for April 29,” said Texas Lottery Commission Chairman Robert G. Rivera in a statement.

Paxton and Gov. Greg Abbott are at the forefront of the investigations that accuse the state's lottery system of being unfair due to lottery couriers. Couriers are companies that buy and send lottery tickets on behalf of customers online.

Mindell banned lottery courier services back in February and said the commission was considering rule changes that would revoke the lottery license of any retailer who conducts business with a lottery courier.

Mindell is not the first Texas Lottery executive to sever ties amidst the controversy. Former Texas Lottery Commissioner Clark Smith resigned in February after some controversial jackpot wins.
