NY1 obtained surveillance video from convenience stores and smoke shops in all five boroughs as they were being raided as part of Operation Padlock to Protect, a joint effort by the NYPD and NYC Sheriff’s Office to shutter illegal cannabis sellers.

In the videos, officers appear to be counting and collecting cash. Attorney Nadia Kahnauth says her clients own these shops.

“They feel as though they’ve been robbed by people in uniform,” Kahnauth told NY1. “Store owners have told me there’s been cash removed in every single instance.”

The City’s Department of Investigation has opened a probe into Sheriff Anthony Miranda after reports of missing money following smoke shop raids.

On Thursday, the Sheriff’s Office became the subject of a search and city investigators seized cash. A City Hall spokesperson said Sheriff Miranda reported the cash, which was previously unaccounted for.

“In a moment when City Hall is already in the throes of a public crisis of confidence, this is when we need real accountability,” City Councilmember Justin Brannan told NY1.

Khanauth says she frequently gets the run-around while trying to recover seized money for her clients.

“Whenever I contact Internal Affairs at NYPD, they say the sheriff took it. When I contact the Sheriff’s Office to file a report they, they say it’s the NYPD that’s responsible.”

While the Sheriff’s Office did not respond to NY1’s request for comment, when asked about the investigation during a press conference Tuesday, Mayor Eric Adams pointed to Miranda’s track record saying “his team with NYPD, they have handled over $78 million in illegal cannabis. I got a lot of confidence in him.”
