A neighborhood group in Midtown has teamed up with civic and urban land use groups to sue the state to try to stop the future expansion of Penn Station and redevelopment of the area around it.

They claim Gov. Kathy Hochul’s development team — the Empire State Development Corporation — did not have the authority to override city zoning and bypassed the uniform land use and review procedures.
