When Cathy Phillips recently received a letter from the Clinton County District Attorney's office, she had no idea what it could be about. And when she opened it, she was shocked to read that during the manhunt for Richard Matt and David Sweat, authorities had apparently eavesdropped on one or more conversations she believed to be private.

" 'During the period of authorized interceptions, your conversations were intercepted.' And then in big dark letters it says, 'please do not contact this office,' " Phillips said.

And for those who did get a letter and try to dial the Clinton County District Attorney's office, there's a menu option about the eavesdropping warrant notification. Once they dial the number, the answering service reads, "This notice was sent to you pursuant to statute, and this office cannot give you any further information regarding the interception of the telephone communications."

But Phillips says she doesn't know why she was wiretapped, claiming she's never been in contact with anyone connected to Matt, Sweat, or former prison guards Joyce Mitchell or Gene Palmer. And she isn't aware of any family, friends, or anyone else she may have talked to on the phone that might have connections. 

"I can't do anything about it and that's really making me angry," Phillips said. "Because this is a big deal. Sweat and Matt, I mean, it was a big deal. And for them just to be listening to whatever I said or anything on the phone, and to find out they can just do it?"

The letter also states the county stopped intercepting her conversations on June 13, 2015. According to the law used to authorize the wiretaps, the DA's office had three months to notify people. Phillips says she confused why it took twice that time to notify her.

"It's a question that's just gnawing at me," she said. "And if it was you, you would understand. I just can't understand how I got mixed up in this."

And Phillips says it's frustrating that she may never get answers. When TWC News reached out to the District Attorney's office, we were told he isn't taking any phone calls.
