Residents and local officials came together to rally at City Hall opposing Mayor Bill de Blasio's rezoning proposal on Tuesday.

Community members say the mayor is allowing developers to build taller in certain neighborhoods.

Under the mayor's "Housing New York" plan, a Mandatory Inclusionary Housing program would be created.

It would require a portion of new housing to be permanently affordable.

"The mixed inclusionary housing plan will not work, it will displace many more people," said one organizer at the rally.

"We stand here today in opposition to a flawed plan," said another. "A flawed plan that the Mayor and his administration have put forward."

The Department of City Planning says the program would be the most rigorous zoning requirement for affordable housing of any major U.S. city.
