1. Council committee approves ‘City of Yes’ housing plan, with some changes
A City Council committee and a City Council subcommittee on Thursday approved Mayor Eric Adams’ “City of Yes for Housing Opportunity” proposal – with some changes after hours of negotiations.
As part of the modified plan, the number of potential new units will be reduced from approximately 108,000 to approximately 80,000.
2. Lawyers look to pause congestion pricing again
The attorneys representing plaintiffs in four lawsuits aiming to stop congestion pricing were back in court Thursday. Now they’re looking to file motions seeking preliminary injunctions as the clock ticks closer to the Jan. 5 start date.
This comes as the MTA says it’s set to submit the paperwork for the updated congestion pricing plan within days to the Federal Highway Administration. It’s expected to be approved quickly.
3. Pathologist disputes finding that Marine veteran's chokehold caused subway rider's death
For roughly six minutes, Jordan Neely was pinned to a subway floor in a chokehold that ended with him lying still. But that's not what killed him, a forensic pathologist testified Thursday in defense of the military-trained commuter charged with killing Neely.
Dr. Satish Chundru disputed a New York City medical examiner's determination that Daniel Penny’s chokehold killed Neely. Among the discrepancies, he said: the location and extent of bruising on Neely's neck, and the small amount of petechiae — small red spots caused by subsurface bleeding — on his eyelids.
