The plan charges anyone entering Manhattan below 60th Street. Most drivers must pay $9 during peak hours and $2.25 during off-peak times.

Now, lawmakers are hoping to deliver on promises from congestion pricing, such as less traffic and cleaner air in the city.
Sam Schwartz, popularly known as “Gridlock Sam,” whose work combatting traffic in Manhattan dates back more than 50 years, joined NY1 political anchor Errol Louis on “Inside City Hall” Monday to discuss congestion pricing and more.
He previously served as the city’s traffic commissioner and is now president and CEO of his own consulting firm, Sam Schwartz Pedestrian Traffic Management.
