Last month, London marked two decades since the city implemented a congestion pricing plan.

With officials hoping to begin charging drivers in Manhattan's central business district by 2024, Isabel Dedring — London's former deputy mayor for transport — joined Errol Louis on "Inside City Hall" Tuesday to explain how congestion pricing works across the pond.

Dedring is also the global transport leader of the independent firm Arup.
