Errol Louis previewed the City Council’s pivotal vote over the plan to close Rikers Island and open four jails with a panel of advocates who have been pushing criminal justice reform for many years: Soffiyah Elijah of the Alliance of Families for Justice, Insha Rahman of the Vera Institute of Justice and Stanley Richards of the Fortune Society and the acting Vice Chair of the Board of Correction.
