ROCHESTER, N.Y. – Police have made an arrest in the fatal shooting of a Rochester teenager in a hotel over the summer.

Luis Arroyo, 23, is charged with second degree manslaughter and criminal possession of a weapon. Arroyo was arraigned Friday morning where he pleaded not guilty.

Prosecutors say numerous witnesses saw him fire a gun inside the hotel last June.

Arroyo is accused of fatally shooting 19-year-old Brandon Spears on the tenth floor of the Radisson Hotel on June 12.

Police say Spears was involved in a fight when he was shot in the chest. He later died at Strong Memorial Hospital.

Spears’ family was in court Friday to see the man accused in his death.

His sister, Brittney Spears, said she does not know who Luis Arroyo is, and is devastated about the loss of her brother.

“It is very hard, I used to see and talk to my brother every day,” she said.

“At the end of the day, [Arroyo’s] family can still come and visit him and still talk to him,” said Savanna Kayes, a neice of the victim. “We can’t see Brandon again. We can’t talk to him again. We can go to his gravesite, that’s all we can do, because he is not coming back. That is not right. It’s not fair.”

Arroyo is being held on $100,000 cash bail or $300,000 bond. He is due back in court December 7.
