In Westchester on Friday, afternoon, Gov. Andrew Cuomo delivered some big news about the five boroughs. 

“We are on track to open on June 8, which is one week from Monday, and next week, as I mentioned, we’ll be following up on these issues,” Cuomo said.

There are state guidelines for each phase of a region’s reopening. Phase One, which the city will enter, allows construction and manufacturing to resume, as well as retail with curbside pickup. An estimated 400,000 New Yorkers are expected to head back to work on June 8.

Cuomo was joined virtually for the announcement by Mayor Bill de Blasio. According to the mayor’s office, the decision to reopen was made jointly between the governor and mayor. 

“We’re feeling very good about it and I look forward to celebrating with you as New York City begins to reopen,” said de Blasio.

However, there are still many unanswered questions, especially around commuting and whether New Yorkers will feel safe using mass transit. Meanwhile, five upstate regions entered Phase Two on Friday. 

“The reason we are so rigorous about is this because many states and countries have reopened and they made mistakes. Yes, everybody wants to open tomorrow. I wanted to open before we ever closed,” said the governor.

Restaurants are not set to open up for in house dining until Phase Three. However, neighboring states New Jersey and Connecticut are allowing it in their Phase Two. NY1 asked if outdoor dining would be possible in the city before Phase Three. 

“We are still looking at it," answered Robert Mujica, the state's budget director. "So we’re still looking at the guidance. Some areas have opened up outside dining in advance of indoor dining, so we’re still looking at those guidelines and we haven’t decided yet.”

According to Cuomo, they'd have to dig into some of the logistics before deciding.

“What is the size of the sidewalk? What is the volume on the sidewalk? Are they socially distancing from the table on the sidewalks? But we have to look at it,” said Cuomo.

With Phase One beginning on June 8, Phase Two would likely come two weeks later. That’s when most offices can open up and allow people back, assuming workers stay a safe distance away from one another.
