On Thursday, a full Council vote is expected on the "City of Yes" housing proposal. If it passes, it would be the biggest change to zoning rules in the city since the 1960s.

The proposal is designed to rapidly increase the development of new housing across the five boroughs.

Along the way, compromises on the details of the policy have been negotiated between the Council and City Planning Department.
