Gov. Hochul says congestion pricing will either force drivers to change their habits or pay more. New data shows the cost of owning a car, in general, can be a barrier to financial security.

The average car loan in New York state has a lower balance than the national average, and average monthly payments are also lower for both new and used cars. But New York drivers pay much higher insurance premiums than drivers in other states. That's on top of gas, maintenance, parking and other expenses drivers also take on.
