NEW YORK - A charter bus driver is under arrest after police say he struck and killed a woman Thursday night in Lower Manhattan.

Xi Chen is charged with failure to yield to a pedestrian. 

Police say the bus was making a left turn onto Leonard Street around 7:30 p.m. as 28-year-old Kimberly Greer was walking in the crosswalk.

Greer was hit by the back of the bus and fell to the ground.

A passenger on the bus tells NY1 the driver was panicking and asked her to help with the 911 call because he didn't speak English.

"The driver left the bus. He stopped the bus and got off and he got back on and he ran to me because the operator spoke English and he didn't understand, He just said, 'I need 911.' So I asked him, 'What happened, where are you, what street are we on?' He didn't understand," said the passenger.

The victim was taken to the hospital where she was pronounced dead.
