Fresh off hammering out a deal with state lawmakers for a $168 billion budget for New York State on Friday night, Gov. Andrew Cuomo called into NY1 on Saturday to reflect on the deal — including a surcharge on for-hire vehicles to provide additional funding for the MTA — and argue what funding was necessary.
