Senator Charles Schumer is pushing legislation to ban known or suspected terrorists from legally buying firearms and explosives.
Schumer says 2,000 people on the terror watch list have purchased guns in the U.S.
He blames the National Rifle Association for blocking the legislation in the past.
Schumer calls the loophole "a disaster waiting to happen."
"Allowing these terror suspects to gain access cannot, cannot, cannot, continue," the Senator said. "Especially after we learned what happened in Paris."
"And it's even more amazing, because we have list of these people. It's called the 'no-fly list'. We don't let them on planes. We let them buy guns."
Schumer says 94 percent of the individuals on the terror watch list cleared background checks during gun transactions in 2013 and 2014.
Schumer says the proposal has bipartisan support from Congress.
Under current law, convicted felons and domestic abusers are barred from purchasing firearms.
