A debate over bulletproof barriers is pitting the New York Police Department against banks.
The City Council is considering requiring bulletproof partitions in all city banks.
Police Commissioner Ray Kelly says so-called "bandit barriers" could help deter bank robberies. But the New York Bankers Association refutes that, saying there's actually evidence that barriers might provoke robbers into being more violent toward customers.
Bankers say the best way to deter bank robberies is to step up prosecutions and strengthen penalties.
Both sides agree safety is their main concern.
